Our Team

Lower North Philadelphia Community Development Corporation in Philadelphia, Pennsylvania is comprised of a group of talented, reliable individuals who are willing to help our neighborhood. Meet all of them here.

Board President

Stephanie Ridgeway

Stephanie is a business owner, community activist, and resident of the Lower North Philadelphia community.

She is also a board member of the Brewerytown Sharswood Community Civic Association.

Vice President

Herman Arce

Herman Arce II is the Mobility Coordinator for the Philadelphia Housing Authority (PHA) where he supervises the Housing Opportunity Program (HOP). He works as part of a team that includes two other housing counselors.

Before working in public housing, Mr. Arce had a 21 year career working in defense logistics, and training defense personnel in business processes and systems at Fort Belvoir, Virginia, and in Philadelphia.

Executive Director

Darnetta Arce

Darnetta Arce became the Executive Director for the Brewerytown Sharswood Community Civic Association (BSCCA) in October ​2015. As the Executive Director, Darnetta has made it a priority to serve the Brewerytown Sharswood section of Philadelphia. She has used her extensive background in social working, housing, volunteerism, consulting service and outreach to bring the Neighborhood Advisory Committee (NAC) Program to the people. The NAC program is funded by the City of Philadelphia through the Division of Housing and Community Development. Neighborhood Advisory Committee (NAC) organizations help residents learn about City programs that could benefit them. Darnetta is passionate about working with residents and especially seniors.

Secretary/Treasurer

Wayman Blackstock

Wayman Blackstock, is currently the Organizational Trainer for the Philadelphia Housing Authority (PHA), which compliments his community involvement and role as the secretary and treasure with The Lower North Philadelphia Community Development Corporation (CDC). In addition he couples his experience and knowledge as an active Pennsylvania license real estate agent with Mosaic Brokerage.
Education is Wayman’s passion; which allows him to teach and provide an understanding around homeownership, and financial literacy. The outlook on his attributes speaks on his ambition towards community indecency.
In his 10 plus years with with the Housing Authority Wayman has held multiple positions from Organizational trainer to the Director of financial Management. These positions lead him to deal with complex issues with the Department of Housing and Urban Development and local city council.
Wayman believes that hard work compounded with garnered and established relationships will assist in the overall advancement in your career.
Wayman received his undergraduate degree from Millersville University with a major in communications with an emphasis in public relations. In addition he received his graduate degree from Arcadia University with a major in Business administration with an emphasis in international business management. He gained his real estate education from Temple University in hope to ultimately become a broker and real estate developer.
